programmes and projects which help to create opportunities for marginal urban groups seeking to improve their quality of life. One strategy used by the association to achieve this goal is urban agriculture.

In various cities in Latin America, local governments have supported the organisation of urban farmers. The preferred form is usually a network, because of its flexibility. In this way the farmers work collectively, but without any formalisation. Two such farmers’ networks can be found in Villa María del Triunfo and Rosario (see box). In the city of Villa María del Triunfo (VMT) in Lima, Peru, urban agriculture is primarily carried out by members of the Urban Farmers’ Network, which currently includes more than 2,000 agricultural producers, and which is undergoing a period of formalisation and consolidation.

In Peru urbanisation is intense, especially in metropolitan Lima. Massive migration resulted in urbanisation of poverty, which in the case of Lima is concentrated in the expanding outer zones of the city. In this context of an impoverished urban-rural interface, urban agriculture is a promising alternative that can make an important contribution to the fulfilment of the Millennium Development Goals for fighting poverty and ensuring food security. This article describes experiences in two districts of metropolitan Lima: Villa Maria del Triunfo and Lurigancho-Chosica.

Building Participative Municipal Strategies for Urban Agriculture

On July 14-15, 2005, the workshop “Building Participative Municipal Strategies for Urban Agriculture� was held in Lima, Peru. The event was organized by IPES and the RUAF Foundation as part of the “Cities Farming for the Future� programme.

The workshop was attended by authorities and representatives of municipalities from Lima metropolitan area: Villa Maria del Triunfo, Villa El Salvador, San Juan de Miraflores, Lurigancho-Chosica and Santa María de Huachipa.

As a result of the seminar, majors and representatives drafted and later signed municipal declarations that recognized urban agriculture as an strategy for enhancing food security and creating more inclusive, productive and ecological cities. Additionally, key guidelines of their municipal strategies for promoting urban agriculture were stated. The latter include: facilitate access to land through use of vacant plots and tax exemptions, to water through use of gray water and re-use of treated waste water, to inputs through re-use of organic waste, to capital through inclusion in existing micro credit systems and participatory budgets, and to strengthen and empower urban producers.

Villa Maria del Triunfo (Lima, Perú)

INTRODUCTION

The municipality of Villa Maria del Triunfo is located in the southern part of Metropolitan Lima and is one of the 43 districts that make up the capital of Peru.  With a population of 355,761 (50.17% of which are women) and an annual population growth rate of 3%, this district is one of the largest in the city.  Due to its geographical characteristics, its rate of urbanization is barely more tan 20%, while the rest of the municipal territory (some 70.57 km2) is unoccupied, with large vacant areas like streams, hills, areas under high-tension wires, etc.
