More than 40 percent of Ghana’s 20 million people lived in urban areas in 2000, and the country’s urban population was growing at an estimated 4 percent per annum (GSS, 2000, Cofie et al. 2003), with some cities growing at an annual rate of up to 4.4 percent. This increase is taking place at a time when the rural population is aging and agricultural productivity in the rural areas is declining. As a result, an increasing number of city dwellers have resorted to urban agriculture, using urban runoff/wastewater and vacant open spaces for food production. These activities contribute to the food supply, employment creation and livelihood support in Accra.

Massive migration resulted in urbanisation of poverty, which in the case of Lima is concentrated in the expanding outer zones of the city. In this context of an impoverished urban-rural interface, urban agriculture is a promising alternative that can make an important contribution to the fulfilment of the Millennium Development Goals for fighting poverty and ensuring food security. To increase the contribution of urban agriculture to sustainable urban development requires involvement in planning and policy making of these different stakeholders. Multi-stakeholder processes dealing with urban agriculture are of recent nature. The lessons learned in the International Network of Resource Centres on Urban Agriculture and Food security (RUAF) are described.

Attention to urban agriculture has increased markedly during the last couple of decades. The number of activities to promote urban agriculture at international, national and local level has grown, but urban farmers in many cities in the world still struggle to get their main survival strategy recognised by city authorities. The demand of policy makers and local practitioners for inspiring examples of successful policies and actions in cities is therefore growing. Urban agriculture contributes to a wide variety of urban issues and is increasingly being accepted and used as a tool in sustainable city development. Currently the challenge is its integration into city planning and facilitation of its multiple benefits for urban inhabitants. This book seeks to present the current state of affairs regarding urban agriculture and sustainable urban development.

The workshop focused on the political economy of urban agriculture, in recognition of the important role it plays: access to resources such as peri-urban land and water are key to determining who practices urban agriculture and who benefits. Secure access to land and water is influenced not only by urban legislation and landuse planning, but also by the range of formal and informal rules, institutions and processes that determine access to and use of resources, and through which competition and negotiation over resources occur. Understanding these processes can assist in establishing political processes and institutions which enable stakeholders to resolve potential conflicts over access to resources.
