This working paper will first outline how urban agriculture can contribute to various policy goals and will shortly describe 4 types of policy instruments that can be used for urban agriculture. The main body of the paper will then present a series of key issues to be considered in formulating policies and intervention strategies related to urban agriculture and possible courses of action for each of these issues. Throughout the paper, courses of action will be illustrated with concrete examples.
